Project success depends on the performance of three critical players: the designer, the constructor, and the owner. During project execution, the performance of the designer and the constructor is rigorously measured through a variety of project controls. There is also a substantial body of scholarly research on performance management. Owner performance, no less important to project success, does not receive the same level of critical scrutiny and frequently remains wholly unexamined outside the imperfect lenses of the disputes process. Improving project outcomes demands a closer examination of owner performance through all phases of project development, and this presentation will be a phase-by-phase review of owner best practices.
