Time is Money

The U.S. Department of State Bureau of Overseas Buildings Operations (OBO) provides safe, secure, functional, and resilient facilities that represent the U.S. government and support foreign policy objectives around the world. Not surprisingly, construction of these facilities is complex . A key aspect of the process is to evaluate a reasonable duration for the project at the planning stage, with little available information. Twenty-years of data has established a method to determine reasonable construction durations for projects and estimated construction cost. The presenters examined the correlations between cost and time of performance in conjunction with a review of other parameters and used this data to develop a duration estimating tool. The results of this study and the tool produced will help OBO and may offer guidance for other project types.
